원인: SQLite3 개발용 라이브러리 부족

native extension으로 필요한 SQLite와 관련된 라이브러리가 OS에 설치되어 있지 않습니다.

해결 방법

에러 메시지에 쓰여진 대로 libsqlite3-dev 를 apt install 하면 된다. 다른 환경에 관해서도 마찬가지로, OS X의 brew이면 brew install sqlite3

gem install sqlite3 -v '1.4.1'
